McMillen was the general contractor for the installation of all heavy site civil and excavation, the construction of nine underpasses (eight concrete box culverts and one brick arch), the construction of a new roadway over culverts and arch, and 34 miles of 8 feet high fencing on both sides of the highway to encourage big game, primarily mule deer and pronghorn, to use the underpasses.
The total project cost was $15.1 million, supported by the federal BUILD Transportation Discretionary Grant program, Wyoming Game and Fish Commission, and Wyoming Transportation Commission. Other supporters included the public, Sublette County, conservation organizations, private donors, and landowners.
